City sets April 1 deadline for Rio Bravo RV assurances

ALAMOSA — Alamosa city council will give Rio Bravo RV Resort partners until April 1 to provide financial assurances before calling off the deal to exchange Alamosa Ranch property for the resort.

Alamosa City Manager Heather Brooks said on Thursday that the city had not swapped the land yet, as authorized by the city council in April 2018, because city staff was waiting for financial assurances from the Rio Bravo partners. Those assurances have not yet been provided, she said.

Brooks added that Rio Bravo has experienced a change in partners in the meantime and is working on restructuring.

The council had authorized the city manager to sign a land exchange agreement with Rio Bravo RV Resort developers to trade 70 acres of city-owned ranch property for about 33 acres of private property owned by the developers. No cash was part of the exchange, and the developers would still be required to go through a Planned Unit Development (PUD) for the RV resort, proposed for about 325 spaces.

As it is nearing a year since the council’s decision to exchange city ranch property for private property belonging to the developers, the city council on Wednesday discussed their options during an executive session. Brooks said the council needed to decide whether to leave the deal open ended or set a deadline. She said the Rio Bravo group requested an April 1st deadline, which the council accepted.

“If they don’t have financial assurances documentation by that point in time all partners will assume the project won’t move forward,” Brooks said.

“I think council felt comfortable with the request from the Rio Bravo partners. April 1 seems like a fair time frame.”
