City council to discuss crime, cameras, art and other topics

ALAMOSA — Alamosa City Council is scheduled for two meetings Wednesday night, starting with a work session at 6 p.m., followed by the regularly scheduled council meeting at 7 p.m.

Titled “Discussion on perception of crime and if new City ordinances are needed”, the work session will be devoted to council members discussing and exploring if the city has all ordinances in place that are needed to address concerns about crime and nuisance behavior that members of council have heard from the community.

There will also be some time spent discussing how changes in state laws have impacted communities in this area.

Following the the work session, the council will convene for their regularly scheduled meeting where they will consider a motion to authorize expenditure of $430,703 to purchase 30 Axon 3 in-car camera systems for the Alamosa Police Department.

The council will also hear an annual update from Habitat for Humanity, a presentation regarding USA Today's Best Small Town Cultural Scene, an annual report from the Alamosa Library, “various water issues” from Development Services and a second reading of an ordinance to approve an agreement with the Rio Grande Water Conservation District (RGWCD) for the city’s wells to be included in RGWCD’s annual augmentation plan.

City council will also consider the purchase of an art piece for downtown.

As described in information to council prior to the meeting, “Artscape, a public art on loan program, continues to create excitement for the downtown with the rotation of 15 pieces of art.  Additionally, the City was able to keep 4 pieces for extended display combined with the City's purchase of 11 pieces for a total of 30 pieces downtown. The goal of the program is to slowly build the City's inventory of public art to create more vibrancy and interest while continuing the rotation of art on loan annually.”

The works of art that council will be considering include, “Snowy Owl” ($2,400) by Stephen Landis. “Snowy Owl” was awarded the 2023 People's Choice Award and was ranked first for purchase by the Creative District.

Other works of art for consideration include “Acoustic Guitar” by Deveren Farley ($2,080), which the Creative District ranked second and, third, “The Passage” by Kasia Polkowska ($12,000).  Since the City receives a 20% commission, the cost for each piece is reduced by 20% (prices shown already reduced by 20%).
